Floridians Unite to Mitigate
the Effects of Helene & Milton
As Florida residents who experienced the impact of Hurricanes Helene and Milton over the last month, we are grateful and proud to live in a state where our government officials, emergency workers and fellow residents coalesced in far reaching actions to mitigate the effects of the storms. Neighbors helping neighbors. Emergency response teams rescuing those in need. Power line workers restoring electricity. Law enforcement providing resource delivery escorts and traffic control. The list goes on.

Governor Ron DeSantis and other government leaders, with the cooperation of local media outlets, have been visible and reassuring while activating and coordinating services for Florida residents. For example, as of Sunday, October 13 (four days post Milton):
  • Over 3 million Floridians had power restored
  • The State Emergency Response Team engaged in nearly 2,600 missions
  • Urban Search & Rescue Teams rescued nearly 1,800 individuals and 225 animals
  • Florida Division of Emergency Management opened 20 Points of Distrubution fuel sites
  • Emergency Orders have been filed to streamline recovery eforts

City of Sarasota Guidelines
for Debris Pickup
The City of Sarasota's storm debris collection contractors were activated on Thursday, Oct. 17, to begin residential storm debris pickup. Additional contractors, trucks and facilities will be brought online in the coming days to expedite the collection process.

To ensure timely pickup, please observe the following guidelines when preparing storm debris piles:
  • Storm debris should not be put into plastic bags
  • Separate debris into 4 piles:
    - Construction debris
    - White goods
    - Bulk furniture items
    - Vegetative debris
  • Debris piles should be 6 feet from any trees, mailboxes, utility boxes, etc. to allow space for collection equipment to maneuver
  • Do not place debris piles in the street or blocking the sidewalk
  • Vehicles should be parked away from debris piles

Empty Bowls Charity Fundraiser

Symbolizing the importance of coming together to fill the bowls of friends and neighbors in need, this community event benefits The Food Bank of Manatee, a PLUS program of Meals on Wheels PLUS of Manatee.

50% Rule

How to Approach Home Repairs in Flood Zones
In the wake of Hurricanes Debbie, Helene and Milton, there is no shortage of property owners dealing with the aftermath of flooding. As remediation begins, a common question is the FEMA 50% rule. The 50% rule, while always applicable to home improvements or renovations, is also applicable when those repairs or improvements are being made after a natural disaster or other unexpected event.

What is the 50% rule?
The FEMA 50% rule is a National Flood Insurance Program (NFIP) regulation that limits property improvements to under 50% of a property's market value before imposing additional requirements on the owner for standards of improving the property.

How is market value calculated?
Generally speaking, the value is tied to the building value assigned to the structure on your tax bill with an adjustment. For example, in Sarasota County, it is the building value + 20%.

Who does it apply to?
This rule applies to all properties located in a Special Flood Hazard Area (SFHA). In the event that the damage to the structure is less than 50% of the market value, then an owner can make all of their desired repairs as planned. If the cost exceeds 50% of the market value, the structure is deemed to have substantial damage, and an owner may be required to ensure that the entire structure is updated as needed to meet current flood regulations.
